I think that: The only way we are going to beat congestion on the roads is if people get out of their cars and use public transport, cycle or walk instead.

Because: Most car journeys are under 5 miles long. This distance can easily be cycled or walked. There's only so much government's can do (e.g. congestion charging, improved public transport). At some point people have to take responsibility themselves and leave their cars at home.
