I think that: The atrocity that was 7/7 could not have been prevented by the ID card scheme. In fact, all the bombers were very careful to carry ID and even took the liberty to make sure their faces were seen by CCTV.
Because: It would therefore be naïve to expect that forcing a person who is determined to give up their life as a fanatic to carry an ID card would prevent them from carrying out an act of terror.
