I think that: As the Intergovernmental Panel on Climate Change unveils its latest forecasts of impacts around the world, some in Europe are asking how all nations can be induced to become low-carbon economies. One answer, says John Hontelez, is through taxes and incentives on trade. To me this is just another money spinner. There is no evidence for carbon emissions effecting climate change in this way!!
