I think that: Testing children at primary school will always be open to manipulation for league tables and doesn't improve the education itself
Because: Ed Balls has announced that primary school testing will be more personalised with kids only taking the test when they are ready (cue 16 year olds sitting their Year 4 exams to make sure the school gets a good result). How will the teachers know when the children are ready? Will they have a test to determine whether they're ready to take the test. It patently won't improve education levels any more than police quotas improve policing or health measures improve the NHS.
