I think that: More motivated staff, to prevent attacks safely for all and re-educate, reform this youth to be come better members of society. More exercise and more army recruit style character_building training. Because: Beating teaches them that beating is Ok. This youth needs work together rewarded/punish to motivate them into modal citizens, Hm_Forces are successful. How we handle this should reflect our society.
