I think that: It makes no sense to sit for 7 minutes behind traffic lights at 3am, in a small village where the road visibility is clear.

Because: In many other European countries the lights begin flashing yellow after 11pm or 12am and are switched back on again 6am, even in major cities! People use their common sense, even at crossroads, and no accidents are ever reported to happen. Why not follow their example in at least some of the rural locations?
